Project Implementation
The Colorado River Water Supply Project includes the planning, design, permitting, right-of-way acquisition, and construction of multiple facilities to provide a new surface water supply to the City of Pflugerville. Feasibility studies were completed by HDR Engineering, Inc. (HDR) in October 2001 and a Preliminary Engineering Study was completed in June 2002. The Project has been divided into five individual construction contracts as follows: -

Water Treatment Plant The project spans across multiple jurisdictions and its implementation will involve the acquisition of numerous permits from local, state, and federal agencies including the U.S. Army Corps of Engineers, Texas Commission on Environmental Quality, General Land Office, Texas Historic Commission, Texas Dept. of Transportation, Texas Parks & Wildlife Department, Texas Dept. of Licensing & Review, Travis County, and the City of Austin. Right-of-way acquisition is a major component of the project as the purchase of land and easements across 78 individual parcels is required. The City has contracted with HDR for final design, permitting, right-of-way acquisition (raw water pipeline), bidding, and construction administration services. The project has involved over 50 design professionals with HDR including civil, geotechnical, structural, electrical, mechanical and transportation engineers as well as architects, environmental scientists, and right-of-way agents.
